Each city’s offset is worked out for the date you pick, so a July meeting and a January meeting with New York give different answers — which is what actually happens.

How it works

Time-zone conversion looks simple until daylight saving arrives. "New York is 12 hours behind Vietnam" is true for about four months a year and wrong for the other eight, because most of North America and Europe move their clocks twice a year and Vietnam does not.

This page stores no fixed offsets. It asks the browser what the clock reads in each city at the exact instant you chose. Every browser ships the IANA time-zone database, which records when each region starts and ends daylight saving, year by year.

So a meeting with New York in July and the same meeting in January differ by an hour — which is what actually happens. It is also why you should pick the real date of the meeting rather than relying on today’s offset.

The date column is marked "previous day" or "next day" where the city is on a different date. For early-morning and late-evening calls, that is usually more important than the hour: 9am Monday in Vietnam is 9pm *Sunday* in California.

Formula

local time = the instant (UTC) + that city’s offset at that instant

The load-bearing phrase is "at that instant". An offset is not a fixed property of a city; it is a function of time, so it has to be looked up for the date you are asking about.

Worked example

A 9:00am Vietnam meeting on 15 July:

Vietnam
09:00 on 15 July (UTC+07:00)
Singapore
10:00, same day (UTC+08:00)
London
03:00, same day (UTC+01:00, summer time)
New York
22:00 on 14 July — previous day
The same meeting in January
New York reads 21:00, with summer time over

One Vietnam time gives two different New York times depending on the season, which is why the offset has to be computed per date rather than memorised.

Frequently asked questions

Does Vietnam observe daylight saving?

No. It stays on UTC+07:00 year-round, which makes Vietnam the stable side of any conversion and the other side the one that moves.

Why is the US sometimes 11 hours away and sometimes 12?

Because the US moves to daylight saving from March to November. Inside that window New York is 11 hours behind Vietnam; outside it, 12.

Why do some places have a half-hour offset?

Nothing requires an offset to be a whole hour. India is at UTC+05:30 and Nepal at UTC+05:45 — these are administrative decisions, not astronomy.

What does the "next day" label mean?

That in that city, the instant you picked falls on a different calendar day from the starting zone. For scheduling, it is the detail most often missed.

How do I schedule an international meeting safely?

State the date, the time and the zone name, and avoid the changeover weekends where you can. Sending a calendar invitation is safer than typing a time, because the calendar converts it for each attendee.

Where does the time-zone data come from?

The IANA database built into your browser, through the Intl API. It updates with your browser rather than being a fixed table baked into this page.
